Our Gifted Education and Enrichment Program is grounded in the Levels of Service Model, which recognizes that giftedness exists along a continuum. We believe advanced learners benefit from a range of supports—from enrichment and acceleration to mentorship and independent learning—delivered in the least restrictive, most inclusive setting. By integrating these principles with Pennsylvania’s Multi-Tiered System of Supports (MTSS), we create a dynamic environment where enrichment is a cornerstone of education for all.

Chapter 16- Services for High-End Learners 

In Pennsylvania, the provision of services to identified gifted students is governed by Chapter 16 of the School Code. Quaker Valley School District is committed to meeting the needs of all learners by providing a challenging, stimulating environment that encourages students to grow and develop their academic, intellectual, and creative skills. At Quaker Valley, all academic resources are available to all students, whether identified as gifted or not, who demonstrate a need for specialized instruction. Our model ensures that students with high abilities in specific areas receive meaningful academic challenge and support. 

The Levels of Service Model
Quaker Valley’s Levels of Service (LoS) model provides a flexible framework to support a broad range of advanced learners. Rather than offering a one-size-fits-all program, the LoS model ensures that students receive the right level of challenge based on their strengths, interests, and readiness. Services are organized across three tiers:

Our enrichment program thrives on collaboration. Classroom teachers, academic specialists, and support staff work together to create a culture of innovation where students are encouraged to take risks, think creatively, and pursue their passions. We also actively engage families as partners in their children’s educational journey, ensuring a comprehensive support system.
