Installment Due Dates
Each year the Quaker Valley Board of School Directors will approve a resolution regarding the tax collection and school property tax installment payments as required by Act 1. These payments are due in equal installments on July 31st, September 30th, November 30 and January 31st. The equal installments are calculated using the face amount. Taxpayers who choose to pay in installments do not qualify for the 2% discount.

Homestead Exemption Program
Property tax bills will be reduced for qualified homeowners in the district under the Act 1 Homestead Exemption program. This program is funded through the distribution of a portion of gaming funds provided from taxes on the slots casinos throughout the Commonwealth of Pennsylvania. This reduction will only occur if the Commonwealth distributes the gaming funds.

To qualify, the property must be an owner-occupied residence and the property owner must have filed and received approval via a homestead exemption application with Allegheny County by March 1, 2011. To obtain an application, please visit the Allegheny County website for the link to the Homestead exemption application: http://www.county.allegheny.pa.us/opa/act1frm.aspx

To check the homestead exemption status of your property, visit the Allegheny County website at: http://www2.county.allegheny.pa.us/RealEstate/Search.asp

NOTE: The tax reduction will not be distributed as a check, it will appear as a reduced assessment line item on property tax bills.

Local Earned Income Tax

The school district’s earned income tax collector is Keystone Collections Group.

Keystone Collections Group
546 Wendel Road
Irwin, PA 15642
Phone: 724-978-0300 or 1-888-328-0557

All monies collected from earned income taxes are equally shared between the school district and the municipality in which the taxpayer resides.

Under Pennsylvania Act 32, effective January 2012, all Pennsylvania employers must withhold earned income taxes for their employees. The employee should complete a certificate of residency form. This form will determine the Political Subdivision Code (PSD) of the municipality where the individual resides. To obtain a form, contact the Department of Community and Economic Development at 1-888-223-6837 or by visiting: www.newpa.com/local-government/tax-information/act-32-local-earned-income-tax/important-resources.

In addition, any district resident who owns a business (unincorporated in nature), regardless of location, must pay 1 percent of the net profits. Self-employed persons should contact Keystone to set-up an account and make quarterly payments.

For further explanation of earned income, net profits and what types of income qualify or are exempt visit: www.newpa.com/get-local-gov-support/tax-information/earned-income-tax#2.

Tax rates and political subdivision codes for Pennsylvania municipalities can be found by contacting the Center for Local Government Services in the Department of Community and Economic Development at 1-888-223-6837 or by visiting: http://munstatspa.dced.state.pa.us/FindLocalTax.aspx.
